New lap top pre-installed windows 8 now appearing with black screen on boot up how to help

Recently bought a new lap top (a week old).
On boot up to windows a black screen has appeared with a mouse only.
Tried F keys nothing happens, tried cont alt del, nothing happens.
Cant get in to safe mode and no pops will appear when i press any buttons.
There are no clear answers on the net anywhere, could really do with a step by step guide on what to do.
