A Black Bar is blocking out the Menu, Favorite and Command Bars.

A solid black bar blocks out the Menu, Favorite and Command bars.
There is no way I can see any information on those bars.
When I position the pointer anywhere on these bars an appropriate box ourline is displayed.
If I click on the box the drop down appears.
Why is this happening and how do I get rid of it on a permanent basis??
