Left mouse click only works to launch desktop shortcuts but not with any open application/window
Left mouse click will only work to launch desktop shortcuts, but does not work with the items on the taskbar or quick launch. Also, when hovering the mouse over desktop icons they are highlighted (get focus), but hovering over quick launch icons do not
get highlighted (get focus). Once an application is opened, left clicking anywhere within the application window makes the app lose focus. Have to use Alt/Tab to make the window active again.
However, if I do the following steps everything begins working correctly until I reboot again: 1) crtl/alt/delete, 2) the option buttons will not highlight when hovering over them, but once you left clicking anywhere on the screen then they will begin to
be able to get focus, 3) left click on the Cancel button. All mouse click functions are then back to normal. I have to repeat these steps everytime I startup my laptop.
I have tried uninstalling my touchpad and rebooting but this did not help. I have tried both a wired mouse and a wireless mouse but get the same results. Note using Windows 7 (64).

Method 1
You may put the computer in clean boot state and check if any third party applications are causing this issue and if the mouse works fine.
Access the link below and follow the steps to troubleshoot a problem by performing a clean boot in Windows Vista or in Windows 7.

If your issue is resolved after performing Clean Boot and installing updates, then follow the steps mentioned in the above KB article to narrow down the exact source.
Also in the same article, see the section on how return your computer to a Normal startup mode by following the steps under “Reset the computer to start as usual” and set it to Normal startup.
Method 2
You may also try to turn off mouse keys in Ease of Access center and check if it helps. To turn off the Mouse key settings follow the steps below:
Open theMake the mouse easier to use page by clicking the
Start button, clicking
Control Panel, clicking
Ease of Access, clicking
Ease of Access Center, and then clicking
Make the mouse easier to use.Uncheck the option to Turn on Mouse keys.Uncheck both the options under “Make it easier to manage Windows”Click on Apply and Ok.
Check if the mouse functions normally.
