7PicUploader program (possilbilty a virus/other)

I've upgraded my computer a few weeks ago like last year in Dec.
I backed up all my information which was Win7 32-bit and installed Win7 64-bit.

Everything is running fine as i restored my old documents, music videos, pictures and User Folder.
Recently I've installed two programs last night Nero 10 and AVSVideo Converter, i also did a complete Windows Update.
The next morning i see a start-up program
called "Soft Installer" other known as "7PicUploader".
I've found the files which were hidden in the Windows Explorer folder under Temp in the User/App Data/Local/Temp
As these files were created in 2011 according the Properties of that file.


I can't find out how these files were in my PC, possibility accidental downloaded/installed in the past.
I can't figure out how to remove these files there's no installation in the Programs and Features window.

What this program doing right now is showing a pop-up a blank window screen as it says "Loading on the top corner of that window.
When i close it, it shows a message "Are you sure you want to exit and delete your incomplete downloads?" as i click yes.
Nothing really happens as the program is still running in the Windows Task Manager.

Right now i'm running a full scan on Norton 360 and Microsoft Security Essentials.
Right now Norton has 39 files risk detected "Tracking Cookies"

Has anyone came across this program before the 7PicUPloader?

Running System Update Readiness Command

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve 7PicUploader program (possilbilty a virus/other) in Windows.
