I have Internet Explorer 9 but sometimes it is recognized as Internet Explorer 6

Hi,
My computer is showing that I have IE9, but sometimes when I try to download something it says that I have IE6.
How do I fix this? I'm also have trouble right clicking things (with the mouse and the built in mouse on my laptop).
