Original Title: Start Up Windows Freezes, only works on the third time starting CPU.
I am having problems with my PC booting up properly.
I get to the screen where it says starting windows and it will get stuck with a small red dot above the words.
I will then have to hard shutdown and it won't recognize my keyboard on the next startup
so then I have to hard restart again and then I can get it to the log in screen and use the PC normally.
I have done a system restore from a date before I had the issue and that did not work.
If I run the system repair it fails and it says there is 1 root
cause and gives me the error of 0x490.
Sometimes it will tell me that a driver I recently installed may be causing the issue, but then I went through all my drivers and checked for updates and still have the problem.
I am currently running
the Seagate disk checker utility to check hard drive functionality.
My question is how do I get my computer to actually work right?

Let’s follow these steps & check if it helps:
Step 1
You may boot into ‘Safe mode’ and check if you are able to boot to the desktop correctly.
It will start Windows 7 with a limited set of files and drivers.
Startup programs do not run in safe mode, and only the basic drivers needed to start Windows
are installed, follow the steps to boot the computer in safe mode:
i.
Restart the computer.
ii.
Start tapping F8 key.
iii.
You will get Advanced Boot Option window.
iv.
Select the option Safe mode.

Step
If the issue does not persist in safe mode, you may configure the computer in clean boot state and check if the issue reoccurs.
It will start Windows 7 by using a minimal set of drivers and startup programs and helps to eliminate software conflicts.
