When was the last time it was working? Do you remember making any changes to the computer recently?
What is the version of Windows installed on the computer?
 
This file is related to the Windows Desktop search I would suggest that you download and reinstall the Windows Desktop search and check if it works.

If you do not want windows desktop search you can remove it using the Windows cleanup utility tool.
