CAN'T ACCESS CONTROL PANEL. PLEASE HELP!

Hi there! Thanks in advance.
When I open "Start Menu" and I move the mouse pointer over to "Control Panel", instead of opening it, the whole screen disappears and then it flashes (like when you refresh the desktop and everything disappears and then appears again) And again, I go back
to "Start Menu", this time I click on "Control Panel" and it does exactly the same thing.
So, whether I click or stand on it, that's what it does and there is no way of opening it.
Please, somebody help me!

Step 1:
You may try booting in safe mode and check if the issue occurs.

If you the issue doesn't occur in safe mode, then try performing a clean boot.
A clean boot helps to verify if any third party application services or startup item is causing this issue.

You may check whether the following registry key is present and then try the following steps to modify the settings to resolve the issue:

Click Start, click on run and type regedit.exe and press OK.

Navigate to the following key:
HKEY_Current_User-Software- Microsoft-Windows-Current version-Policies-Explorer “NoControlPanel”

In the right-pane, delete the value named DisableConfig

Exit the Registry Editor.

Restart the computer and check

Windows Error Reporting - To Fix CAN'T ACCESS CONTROL PANEL. PLEASE HELP!

Go to Start button.
Open Control Panel.
Go to Windows Error Reporting.
Click on System and Maintenance, then click Problem Reports and Solutions.
Next, click Change Settings located on the left side panel of the Problem Reports and Solutions window.
Select an option to configure how you want Windows to look for a solution to your problems. You may allow Windows to do it automatically or ask you every time to check if problem occurs.
Next, click the Advanced settings link.
Select Off to turn off Error Reporting.
