Can't turn off Office 2003 EULA agreement in Windows 7

I just installed my Office Basic 2003 on my new laptop with Windows 7.  Every time I open an Office program, I must accept the EULA.  I am the administrator. I have changed all permissions to "Full" that I can find.  What else can I do to correct this

BTW, you shouldn't be running Windows 7 on a day to day basis as an Administrator.
