Creating peer to peer network Win 7 says its an unidentified network

I am setting up a simple peer to peer network from a win 7 laptop to a medical device via crossover ethernet cable.  I setup network with manual IP addressing configuration.  This has worked flawlessly using windows XP.  However windows 7 will not recognize
the same configuration, no matter what I do.  I continue to get a searching for network indicator in the icon tool tray, eventually leading to a yellow exclamation indicator in the network map.  Interestingly,  the connection is actually live, and I can ping
back and forth, even with windows saying there is no connection.  Forcing windows to change the unidentified network from public to private does not resolve this issue..
Nor does the gateway trick, aka programming the opposite device IP address into the gateway
of the other device.  This only allows me to change the name of the unidentified network to something like 'network 4'. 

How do I get windows 7 to recognize and accept a simple peer to peer network using hardcoded IP addressing?  This is a problem because I need to know if there is connection when I am trying to troubleshoot other issues requiring this connection.
