Can't View Google Toolbar in View>Toolbars even though it is enabled in Tools>Manage Add-ons

My google and yahoo toolbars disappeared the other day.
When I go to View>Toolbars I only see the standard Menu, Favorites, Command, and Status Bars (no yahoo, google, etc.).
When I go to Tools>Manage Add-ons, my google and yahoo toolbars are present and
enabled.
What can I do? I tried unninstalling and reinstalling the toolbars and that had no effect Please Help! Thank you.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
