can't add new favorites to existing folders - "unable to create . . .[name of webpage]. . . unspecified error".

When i try to add a new favorite to my existing list of favorites (imported from windows XP to windows 7--using IE8 in both cases), I can not direct it to the correct sub-folder.  I use the menu bar "favorites", then select "add to favorites" and the appropriate window
will open with name and create options.  The drop-down menu of my existing favorites will appear, I select the folder I want but I receive an error message every time: "unable to create .
.
.[name of webpage].
.
.
 unspecified error".  I have to add it to
the generic favorites list, but then I can not drag it to the correct folder either--I have to select "organize favorites," highlight the site and select "move" and highlight the folder. 
I have a lot of favorites, and it is essential that I keep them organized, which is a lot easier to do when you initially add a site.  Way too many steps to do it through the "organize favorites" option.  Please tell me this is not related to the
problem with disabling auto sort (apparently eliminated from windows 7---and needs to be added back!)  Please keep any solutions

What anti-virus application or security suite is installed and is your subscription current?  What anti-spyware applications (other than Defender)?  What third-party firewall (if any)?

Use the System File Checker tool to repair corrupted or missing system files:

1. Click Start.
2. Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
