  My phone won't let me,  it says it's "waiting for WiFi".
  I don't have WiFi.
  I don't plan on getting it.
  I do however have unlimited Cell Data.

Well unfortunately, the answer is "No".  Microsoft have imposed a limit of 50Mb downloads over cellular connections.  They did this (or so I read) to protect consumers from large data bills, and also to limit traffic on the network to help other users.
 
To get the larger games, you're going to have to connect to a wifi hotspot.
 
And here in the UK at least "unlimited" data plans are usually backed up by a fair use policy that imposes a limit.
