C:Windows\System32|DeviceCenter32.dll is either not designed to run on Windows or it contains an error.

I receive the following error on EVERYTHING I try to open on my HP laptop.

C:Windows\System32|DeviceCenter32.dll is either not designed to run on Windows or it contains an error.
Try installing the program again using the original installation media or contact your system administrator or the software vendor for support.

I have download all the HP and Microsoft updates and I still get this error when I try to open any program.
How can i correct this?

As this could be a virus or trojan issue.
